City Council to Consider Water/Sewer Rate Increase
The City Council will consider implementing new rates at their Tuesday, March 15th meeting. This is your chance to provide input to the City Council. We must begin to plan to fund the necessary repairs to our system now, not when we are dealing with a major breakdown of one of the systems.
Basic Systems
Your utility bill charges for water, sewer, and storm drain are supposed to pay for the maintenance and operations of these three systems. The water and sewer systems-plants and lines-are 50-60 years old.
Our water system is the most expensive of the three, primarily because we draw our water from the Willamette River at Hyak Park on Highway 20. The water is treated then pumped to a million gallon in-ground reservoir on Voss Hill (south and west of Ryals Rd. and Independence Highway intersection). Then, it is pumped to Hospital Hill, another 2 ½ miles, before it goes to each house.
Sewer service is simpler. The plant is on the east side of Adair County Park. There are two pump stations, one which serves the southwest corner of the City, including City Hall and the second, which serves the whole northern portion of the City, including both loops and the newer Barberry area. Despite a 1991 upgrade to portions of both loops, we still have significant inflow and infiltration (water leaking into the system) issues, which can lead to overflow problems during high rain times. The treatment facility was built in 1958 and has problems at peak flow times at the present level of service.
Cost of Service
Water is $37.17 for the first 6000 gallons and sewer is $36.69, neither of which has been raised since August 2000. The storm drain charge was raised for the first time in twenty years from $1.00 to $2.50 for a total base billing of $76.36. Had we only kept up with inflation since 2000, our present rates would be $45.10 for water and $44.52 for sewer. This would have done nothing to prepare to replace an already old system.
